NYC Green Building Law

What it means for the future construction and rehabilitation of Municipal Buildings, Schools,

Hospitals and City Agency Offices

On October 3, 2005, Mayor Bloomberg signed into Law the City Council bill, Intro 324A, mandating that municipal building projects that receive more than $10 million of city funds be built to high performance building standards.

 

This program will discuss:

●An in-depth look at the legislation and its requirements. 

●Practical applications and planning processes for Municipal green building in NYC.

●LEED projects that the NYC Department of Design & Construction (DDC) has worked on and its plans to implement the new Green Building Law. 

●A look at advances in green school construction elsewhere in the country.

 

Biographies of speakers:

Biography of Russell Unger

Mr. Unger is Special Advisor to the Speaker on sustainable development.  He is Legislative Attorney at the New York City Council.  He was the principal drafter and negotiator on the bill, Intro 324-A.

 

Biography Robert R. Kulikowski, Ph.D.: 

Robert R. Kulikowski currently is the Director of the New York City Office of Environmental Coordination where he formulates environmental policy for the City, with particular emphasis on brownfield redevelopment and sustainability, serving as co-chair of the Mayor’s Task Force on Sustainability.  In this position he also oversees the City’s environmental review process.  He received a bachelor’s degree from the University of Rochester and a doctorate in biology from the University at Albany.  Following a post-doctoral fellowship at the University of Chicago, he worked as a research scientist for a number of years holding faculty appointments at several medical schools.  Subsequently, he was the head of New York City’s radiation protection program and also worked as a consultant to the Nuclear Regulatory Commission.  Prior to his current position, Dr. Kulikowski was the senior environmental policy advisor for the Manhattan Borough President.

Bio of Laurie Kerr, RA, LEED A.P.

 

Laurie Kerr is a NYS registered architect working for the Office of Sustainable Design in New York City’s Department of Design and Construction.  Her responsibilities include implementing environmental strategies on half a dozen sustainable projects and coordinating research projects aimed at defining sustainable practices that will be cost effective for the city.  She has also been active in the Mayor’s Task Force on Sustainability. 

Ms. Kerr has an undergraduate degree in Engineering and Applied Science from Yale College, a Master’s of Science in Applied Physics from Cornell University, a Master of Architecture degree from Harvard University and is a LEED accredited professional.  Her articles on architectural subjects have been published in The Wall Street Journal, Slate, Architectural Record and other publications.
